WAR CRIMES TRIBUNAL SLAMS SERB AUTHORITIES OVER WRONG ARRESTS

( Editorial: --> 9707 ) THE HAGUE, July 24 (Hina) - The International Criminal Tribunal for the former Yugoslavia (ICTY) has accused the Bosnian Serb entity of issuing false identity papers to war crimes suspects in a bid to avoid their arrest. In a statement issued on Friday, the Office of the Prosecutor said that several of the accused arrested by SFOR this year had possessed false official identity documents, including photographs, issued by various Bosnian Serb authorities at the time of their arrest. "This demonstrates that not only is (the Bosnian Serb entity) Republika Srpska avoiding its legal obligations, including those under the Dayton Peace Agreement, but has also been engaged in deliberately frustrating the Tribunal's work by issuing false identification papers to those persons indicted by the Tribunal in an attempt to shield them from the Tribunal's jurisdiction," the statement said. It also reminded the Bosnian Serb and Federal Republic of Yugoslavia (FRY) governments that they were obliged as signatories to the Dayton agreement to cooperate with the ICTY, especially in relation to the arrest and surrender of people suspected of war crimes. The Tribunal's call came in the wake of Wednesday's arrest by SFOR of two Bosnian Serbs believed to have been war crimes suspects. It was discovered yesterday that the men were not indictees and the ICTY ordered their immediate return to Bosnia. The ICTY Office of the Prosecutor warned it was possible that other incidents of mistaken identity could occur, as long as the Bosnian Serb entity continued "to supply indicted accused with false identification papers". The Office called on the Bosnian Serb government to "desist immediately in this practice and cooperate with the Tribunal in the proper identification and location of all persons who have been indicted by the Tribunal". In the case of the July 22 incident, the Tribunal was "able to quickly resolve the identification issue in a matter of hours" but this was done without the assistance of Bosnian Serb authorities, the statement said.
