ZAGREB, April 15 (Hina) - The revised plan of the Croatian
Government on the return of refugees meets the requirements of the
international community, spokesman for the Organisation for
Security and Cooperation (OSCE), Mark Thompson, told a press
conference in Zagreb on Wednesday.
The revised plan includes, in our opinion, things we asked for after
we saw the original draft, Thompson said.
On March 31 the Croatian Government adopted a Procedure of Return
for Persons Who Left Croatia, with which OSCE representatives were
not completely satisfied.
Thompson expressed hope that the results of a parliamentary
discussion on the procedure of return would be in line with
commitments and conditions set in international agreements.
We hope and expect that the Government will do all it can to see that
the results of the parliamentary discussion are in line with
commitments and conditions of the international community, meaning
that citizenship guarantees return and that the right to return
cannot be made conditional upon anything, Thompson stressed.
The Croatian National Parliament will on Thursday discuss a report
on the implementation of the two-way return and accommodation of
displaced people and refugees as well as requests of the
international community.
A UNHCR spokesman today announced that a conference on return would
be held in Banja Luka on April 28.
A high Croatian delegation is to participate in the conference.
