BOSNIAC AUTHORITIES HAMPER RETURN OF REFUGEES

( Editorial: --> 9189 ) SARAJEVO,3 Feb (Hina)- International Crisis Group, an NGO that routinely analyses different aspects of the implementation of the Dayton Accords, said on Tuesday that moves by Bosniac authorities in the Sarajevo area hampered the return of the minorities. In a report released in Sarajevo, the International Crisis Group says that after the signing of the Accords almost half of all minority returnees in BH returned to the Sarajevo canton, but that in spite of that the overall situation remained very bad. Although Bosniac political leaders support the Dayton Accords in principle their acts do not reflect their words and the end result is not satisfactory. Refugees from minority groups who have come back are faced with different difficulties, including discriminatory property laws, administrative obtacles, threats to personal safety, discrimination when they seek work and unfriendly atmosphere at schools, reads the report. However, the International Crisis Group deems the property law the main obtacle, especially when regarding the state owned flats. The ICG also reiterates that the Federation parliament did not meet it obligations to amend those laws by 1 February 1998. (Hina) jn mr 032206 MET feb 98
