RIJEKA, Nov 21 (Hina) - President of the Croatian People's Party (HNS) Radimir Cacic said Sunday that "the fact that the President of the Republic has not signed the decision on scheduling parliamentary elections indicated his very
bad health condition and the need for the Government and other institutions of the Constitution to take over responsibility for the situation in the country". Cacic agreed a provision should be introduced into the Constitution about the temporary inability of the President to perform his duties, but asked whether there was a need for such a thing to be done in this situation, fro the standpoint of the President's health. parliamentary elections indicated his very bad health condition
and the need for the Government and other institutions of the
Constitution to take over responsibility for the situation in the
country".
Cacic agreed a provision should be introduced into the Constitution

He assessed that "so far neither the Government nor the ruling party
have shown capable of handling the seriousness of the situation,
which may be a result of conflicts among fractions within the
Croatian Democratic Union (HDZ) and of relations of HDZ officials
towards the state as well as private property".
"Relations within the HDZ and relations of the party towards
President Tudjman are exclusively their internal problem, but the
Croatian state and people must not suffer because of this, the legal
system must function, the Constitution must be respected," Cacic
said.
