Bosnia-Herzegovina Goran Svilanovic and Jadranko Prlic on Friday
expressed satisfaction with the establishment of diplomatic
relations between the two countries, and announced concrete
measures for relations to be as successful as possible.
The two ministers in Belgrade Friday signed a document on the
establishment of diplomatic relations the Parliament of Bosnia-
Herzegovina had not made conditional upon the law suit the country
levelled in 1993 against Yugoslavia for aggression and genocide.
In a brief statement after the signing of the document, Svilanovic
said an agreement had been reached surrounding the initiative on
forming a three-member commission, comprising Croatia, Bosnia and
Yugoslavia, which would exclusively deal with the return of
refugees. Prlic announced an agreement on the complete
liberalisation of trade and investments, customs and railway
traffic, which will be prepared in Sarajevo next month.
"We are very glad to have made a step in drawing the two countries
closer after several difficult years during which many people had
been killed. The families of those killed will probably have their
own views regarding the move, but it is very important to look
towards the future, without degrading the past," Yugoslav Foreign
Minister said.
We now have to build confidence among peoples and all seccessor
states of the former Yugoslavia, Svilanovic said, adding the only
unresolved issue was succession, but expressed confidence it would
be resolved.
He concluded his country would insist on guarantees of Bosnia's
sovereignty "but also, within this framework, on the establishment
of special relations with Republika Srpska".
Minister Prlic said they had waited for this day for a full five
years and quite some time had been spent in establishing relations
between the two countries, so the time to come should be exploited
as much as possible.
"I did not come here to meet Svilanovic so we could struggle for a
better past. Our signatures today create new conditions for the
relations between the two countries," Prlic asserted.
He added Sarajevo wished to establish symmetrical relations with
both Yugoslavia and Croatia, and thus play a positive role in the
region.
