NEW YORK, Nov 16 (Hina) - The UN Security Council should decide on a
deadline for the completion of the mandate of military observers on
Croatia's southernmost peninsula of Prevlaka, determine a deadline
for their withdrawal and help the process of normalisation in the
area, Croatian Permanent Representative to the UN, Ivan Simonovic,
said in New York Wednesday, speaking at a Council session.
The session was held at the initiative of Dutch Ambassador Peter van
Walsum, for a discussion on the so-called exit strategy of peace
missions.
Simonovic supported the Dutch assessment that the exit strategy
should be discussed from the standpoint of "no exit without
strategy".
According to him, the UNTAES (UN Transitional Administration for
Eastern Slavonia) had achieved success because it had a "clear,
credible and realistic mandate" with determined goals and
deadlines.
The exit strategy of the mission required assistance in issues of
security after the end of the mandate, as well as the implementation
of the Croatian national strategy of the peaceful reintegration of
the area.
Simonovic asserted "the time is ripe for the Security Council to
advance a comprehensive exit strategy" for the UNMOP mission in
Prevlaka.
"The security situation in Prevlaka has been stable for years and
should impose a clear deadline for the termination of the
mission."
He recalled the cooperation and efforts of Croatian and Montenegrin
authorities to settle the security issue of Prevlaka and added the
efforts had been hindered by the "unrelenting refusal of the
Milosevic regime to let go of its expansionist policies".
"We have faith that the new democratic authorities in Belgrade will
continue their constructive approach towards their neighbours,"
Simonovic said.
