ZAGREB, Oct 12 (Hina) - Bosnia-Herzegovina will not be able to
function without the return of Croat refugees and displaced
persons, the UN Secretary-General's special envoy in Bosnia-
Herzegovina, Jacques-Paul Klein, said in Zagreb on Thursday
evening after his talks with Croatian President Stjepan Mesic.
Therefore during the talks I emphasised that it was necessary to
forward a message to Croats from Bosnia settled in Croatia that it
is high time they came back to their homes, Klein said.
In the context of the latest developments in Belgrade and higher
regional stability, the return can become feasible. We have always
stated that all what we are doing in Bosnia remains problematic
until we do not get democratic authorities in Zagreb and Belgrade.
In Zagreb we have democratic authorities, and Belgrade has taken
that course, the US diplomat said.
According to Klein, his talks with Mesic also tackled the issue of
the prevention of and fight against crime and organised crime in
Herzegovina (southern part of Bosnia-Herzegovina).
In many towns in Herzegovina citizens are intimidated by activities
of local criminals. Refugees cannot return and no investment could
be made as long as those criminal elements are at large. Therefore I
call on those who are able to help us in the settlement of this
issue, the UN representative said.
Asked to comment on the departure of Alija Izetbegovic from the
Bosnian three-man Presidency, Klein said that the descent of
regional leaders from the political stage made it possible for
changes to appear.
