KLEIN: BOSNIA CANNOT FUNCTION WITHOUT RETURN OF CROATS

ZAGREB, Oct 12 (Hina) - Bosnia-Herzegovina will not be able to function without the return of Croat refugees and displaced persons, the UN Secretary-General's special envoy in Bosnia-Herzegovina, Jacques-Paul Klein, said in Zagreb on Thursday evening after his talks with Croatian President Stjepan Mesic. Therefore during the talks I emphasised that it was necessary to forward a message to Croats from Bosnia settled in Croatia that it is high time they came back to their homes, Klein said. In the context of the latest developments in Belgrade and higher regional stability, the return can become feasible. In many towns in Herzegovina citizens are intimidated by activities of local criminals. Refugees cannot return and no investment could be made as long as those criminal elements are at large. Asked to comment on the departure of Alija Izetbegovic from the Bosnian three-man Presidency, Klein said that the descent of regional leaders from the political stage made it possible for changes to appear.
