Unionists find the fact that the provision in question would take effect not before 1 July 2013.
The NHS trade union leader Kresimir Sever also held that it was unacceptable that the failure of employers to pay salaries would be treated as a criminal offence only if it was established that they used funds for obtaining their own wealth.
Thus, employers can use funds to pay other bills instead for unpaid salaries and consequently it is the same for workers as they would not get their salaries, Sever said.
As for the enforcement of the provision on 1 July 2013, which the unionists find to be absurd, the SSSH leader Mladen Novosel said that the trade unions would propose amendments to the draft which would be discussed in two parliamentary readings.
