great contribution of the Croatian government to reconstruction
and the return of life to Vukovar," Premier Ivica Racan told
reporters on Monday when assessing a visit a government delegation
made to this eastern-most Croatian town today.
"I believe that within a year, we will be able to speak of the
results of this year's Croatian Statehood Day, which is marked in a

arriving in Vukovar, wanted to show that coveted results could be
achieved only through unified activity and by understanding local
self-government needs.
Besides a draft bill on the reconstruction and development of
Vukovar, another significant decision the government made today,
according to Racan, is the green light given a draft bill on the
stimulation of investments, "which together with previous
government steps in that direction should be good and successful
concept-wise."
Asked what he thought of a protest rally in Vukovar the Alliance of
Veterans' Associations of the Croatian Defence Forces (HOS)
announced for tomorrow, Premier Racan said "meetings which
continually try to return (Croatia) into conflicts, quarrels and
historic debates do not help democratic and European Croatia."
"It would be good if it were a meeting of support to joint efforts
aimed at making our country stronger and coming out of the economic
crisis. If tomorrow's will be such a meeting, we shall see," the
premier said, adding he believed Vukovar's residents "can
distinguish between their guests."
Reporters asked if it was possible to delay the payment of debts
companies in other war-ravaged areas of the country owe HEP - the
national power utility company, the Croatian Health Insurance
Bureau, and the Croatian Pension Insurance Bureau, as has been done
in Vukovar, Deputy Premier Slavko Linic answered in the negative.
The bill on the reconstruction and development of Vukovar is
applicable only to Vukovar, he asserted, adding "with others, the
settlement procedure is valid."
