satisfaction with the steps the new Croatian government is taking
in the implementation of the Dayton Agreement in Bosnia-
Herzegovina.

undertaken in the implementation of Dayton, becoming a part of the
solution in Bosnia-Herzegovina and giving their people a hope in
the future and a true democratic leadership they deserve, US State
Secretary Madeleine Albright said at a meeting of foreign ministers
of NATO member-countries in Florence.
Albright hailed the formalising of relations between Croatia and
NATO through Thursday's signing of documents with which Croatia
will officially enter the Partnership for Peace programme.
Speaking about the situation in Serbia, Albright said it had no
future under the rule of Slobodan Milosevic.
He has isolated his country, made it the poorest in Europe and
betrayed Serbia's interests by initiating and losing four wars,
Albright said.
She asserted the West cannot impose a democratic solution in
Serbia, but can help in uniting the democratic opposition and send
clear signals that a democratic Serbia would be welcome and receive
the necessary assistance from Europe and the rest of the
international community.
She announced that the NATO would continue its engagement in the
Southeast of Europe.
It is our goal that when our soldiers leave they do not have to
return. NATO's efforts in Kosovo and Bosnia-Herzegovina are key
elements in our plan of transforming the entire Southeast of Europe
from a chronically unstable region into a full member in the Euro-
Atlantic community, Albright asserted.
She called on NATO partners to show the same unity and resoluteness
they had shown in attacks on Serbia in the creation of prosperity
and preventing future conflicts not only in Kosovo but also in the
entire region.
This is why the Stability Pact had been established. NATO's role is
to ensure a secure environment in which permanent peace is
possible, Albright said.
