by the city of Zagreb and Croatia. The bishop, in a statement for the journalists, regretted that the international representatives in Bosnia had failed to provide any guarantee or new initiative for Croats in the Banja Luka area in the Republika Srpska. Only 5,000 of 220,000 Bosnian Croats who left the area at the beginning of the war have returned.
