voting in general elections in Kosovo be made after tomorrow's
meeting between Kostunica and the UN Civil Administrator in Kosovo,
Hans Haekkerup.

certain steps regarding the position and security of Serbs and non-

The declaration further states that Serbs and other non-Albanians
in Kosovo are being discriminated against by the Kosovo judiciary,
and stresses "the unsanctioned usurping of their property"
allegedly continues.
The Yugoslav and Serbian leadership also claim that the security
situation in the southern Yugoslav province is "increasingly
worse", and add that "the persecution and killing of Serbs and non-
Albanians continue, while Kosovo Albanian parties are promising an
independent Kosovo in their electoral campaigns".
