Public Works Minister Radimir Cacic, the bench president, Vladimir

The HDZ holds Rukavina objectively and subjectively responsible
for last week's death of 21 kidney patients who had undergone

Cacic is accused of making a statement that "the HDZ's policy in
Bosnia-Herzegovina was a policy of aggression".
Such a claim is contrary to the parliament's Homeland War
declaration, which binds all state officials, and the statement by
Prime Minister Ivica Racan that he did not wish to comment on
utterances by government members when they are not made on behalf of
the government, is unacceptable, Seks stressed.
