The government should also prepare a programme for its work in the second part of its mandate. This was announced by Prime Minister Ivica Racan and Finance Minister Mato Crkvenac at a government session on Thursday as part of a debate on the ways and dynamic of implementing a project for Croatia's development strategy in the 21st century. The project includes 19 integral development documents which should be completed and presented during October, and a comprehensive study which should be completed this month. The government today also addressed the prevention of drug abuse, announcing the establishment of a special office for that issue. This has been spurred by the fact that there are 4,200 addicts registered in Croatia. It is, however, estimated their actual number is 15-20,000. The government again discussed a bill of amendments to the Investment Funds Law, which aims at increasing control and security for investors in funds. The wording has not be altered but the government took into account remarks from the Economy Ministry, which suggests equating closed domestic funds and foreign investment funds. This requires lifting a legal limit on closed funds stipulating that in domestic companies they may acquire a ten percent maximum share. The government issued a state collateral to the Uljanik shipyard in the northern Adriatic city of Pula for the building of three ships. Economy Minister Goranko Fizulic emphasised this was the first time the European Bank for Reconstruction and Development had taken part in the project, at its own request. (hina) ha sb
