"Fatigue is often noticed in candidates when they finish the negotiations. Usually two years pass between the conclusion of the negotiations and the entry into the EU. We have a feeling that as soon as we cross the finish line, efforts are halted. This is of no use to anyone. We would like to have rigorous enlargement all the way. That is why we want to introduce a monitoring mechanism, a system which will enable the checking of the continuation of efforts between the conclusion of the negotiations and the admission," Wauquiez said in an interview with France's Le Figaro on Friday.
Explaining French ideas about monitoring, the minister said France was currently agreeing on the matter with its partners, notably the Germans.
Wauquiez said that lessons should be learnt from the past.
There is no enlargement unless it is on sound and solid grounds, he stressed.
He said that the Croatians had realised that the introduction of monitoring was in their interest.
"If everything goes as planned, the negotiations can be over in June and Croatia can become a member in 2013," he said.
He added that Croatia could be an enlargement success story.
This is a country which the French know very well. 400,000 tourists travel there every year. France is the fifth investor in Croatia, he said.
According to him there will be no expansion under fast-track procedure and expansion is not an endless process. "Europe has its frontiers".
