ZAGREB, June 8 (Hina) - The poor in Croatia number about 420,000 which is some ten percent of the entire population, Zoran Sucur, the author of a draft programme aimed at combating poverty and social intolerance, said on Saturday.
According to data of the State Bureau of Statistics and the World Bank, 65-75 percent of the poor have an unvaried diet and are without a permanent job, 50 percent have not finished elementary school, while 25-35 percent live in flats with rundown walls and leaking roofs. The poor make almost one third of their income through state transfer payments, which represent their primary source of income. These transfers, however, are not sufficiently efficient in reducing poverty, said Sucur, adding it was necessary to engage other systems in providing solutions. The anti-poverty programme proposes drafting an employment
programme for more sensitive groups, for instance the young without
work experience, people above 40, people without education and
those who have been unemployed for a long time.
The programme also emphasises the need of decentralising the
employment system, making the labour market more flexible, and
encouraging the employment of the disabled.
The programme also proposes new measures in education and social
and health insurance to help the poorest segment of society.
