January 1, because the decentralisation of state authorities could cause municipals to bankruptcy. Municipalities, towns and counties will have the burden of paying water supply, sewage, electricity, education, health facilities and social welfare centres, which cities like Zagreb, Rijeka and Split can afford, but not smaller towns. In the wake of the local elections, people are not thinking about the imminent collapse of towns, municipalities and counties, president of the HDZ parliament party bench, Vladimir Seks said today. Although the HDZ is not against the decentralisation of
jurisdiction from the state to the local level, Seks stressed that
if the application of the law on the financing of local self-
government is not postponed in six months, it will be difficult to
provide funds for utilities, education and schooling,
notwithstanding who of the parties will be in authority.
The HDZ stressed that in order to finance all local self-government
needs, without investments and maintenance financing, about two
billion kuna is necessary per annum, but the government budget has
set aside only about 600 million kuna.
