Jelavic, on Thursday dismissed the possibility of abolishing Croat
Self-rule but not the possibility of the simultaneous
participation of the HDZ and other parties in Bosnian
institutions.

negotiations on the institutional and political crisis, which
erupted after the authorities in Sarajevo were constituted under
"unconstitutional electoral rules and regulations of the OSCE

"The (HNS) is interested in returning Croat soldiers to the
barracks as it is a security, political, and social issue," Jelavic
told reporters in the southern Bosnian town of Mostar.

Jelavic reiterated the HNS did not recognise the "illegal and, for
Croats illegitimate" authorities in Sarajevo but was willing to
"use the institutions of the state and the Federation."
He announced the HDZ today would produce an electoral bill which
should realise the interests of the Bosnian Croat community.
He asserted the proposals made by the international community and
some ambassadors in Bosnia in connection with an electoral bill
were directed at "cosmetic constitutional changes which the Croat
people cannot accept."
Jelavic added there was no willingness to consistently implement a
decision which proclaims all three Bosnian peoples constituent and
envisages introducing the House of Nations in the Bosnian Serb
entity.
"We remain permanently the supreme and legitimate institution of
Croats in Bosnia-Herzegovina," said Jelavic, adding the results of
HNS' existence were the unity of the Croat people in the homeland
and abroad and the unity of the Catholic Church.
He described the criminal charges the federal defence ministry
pressed against him as a rigged political process.
