Jelavic reiterated the HNS did not recognise the "illegal and, for Croats illegitimate" authorities in Sarajevo but was willing to "use the institutions of the state and the Federation." He announced the HDZ today would produce an electoral bill which should realise the interests of the Bosnian Croat community. He asserted the proposals made by the international community and some ambassadors in Bosnia in connection with an electoral bill were directed at "cosmetic constitutional changes which the Croat people cannot accept." Jelavic added there was no willingness to consistently implement a decision which proclaims all three Bosnian peoples constituent and envisages introducing the House of Nations in the Bosnian Serb entity. "We remain permanently the supreme and legitimate institution of Croats in Bosnia-Herzegovina," said Jelavic, adding the results of HNS' existence were the unity of the Croat people in the homeland and abroad and the unity of the Catholic Church.
