Congress (HNS), Ante Jelavic, on Friday issued a proclamation
urging "all Croat associations all over the world to warn the
governments of the countries in which they live in an organised and
democratic manner about repressive and undemocratic measures which
are being taken against Croats in Bosnia-Herzegovina and ask those
countries to take immediate action so that this unacceptable way of
solving political problems in Bosnia-Herzegovina is discontinued
immediately."
"The international administration has with the assistance of the
illegal and illegitimate authority in Bosnia-Herzegovina and the
SFOR (Stabilisation Force) tried to suppress the legitimate
political struggle of the Croat National Congress of Bosnia-
Herzegovina for the true equality and quality of being constituent
of Croats in Bosnia-Herzegovina. Having availed themselves of the
media vilification of HNS's political ideas, they have now started
blocking financial institutions on the Croat-dominated areas of
Bosnia-Herzegovina in order to sever economic operations and cause
anxiety among the Croat population," reads the proclamation. It
further adds that "the unconstitutional and illegal BH Presidency,
which includes a member of the Croat people (an allusion to Jozo
Krizanovic), elected by Serbs and Bosniaks in the state parliament,
has at a session supported repressive measures against the Croat
National Congress."
Jelavic condemns the SFOR raid of the Hercegovacka Bank in Mostar as
"an unacceptable and undemocratic act by the international
administration."
Jelavic adds that Bosnian Croat war veterans associations have
"spontaneously" taken over most Croat barracks in the country and
"will not allow anyone who was not elected by the Croat people in the
November election of 2000 to enter them." He accuses the
international community of "continuing to use illegally and
illegitimately appointed Croat representatives in order to justify
its undemocratic and discriminatory acts."
At the end of his proclamation, Jelavic offers "dialogue to all in
Bosnia-Herzegovina with the aim of preventing the escalation of the
crisis."
