LJUBLJANA, Dec 16 (Hina) - Outgoing Slovenian President Milan Kucan on Monday said that the EU should balance out the principle of "one man-one vote" with the principle of "one country-one vote".

man-one vote" with the principle of "one country-one vote". #L#
Kucan, whose second term in office ends at midnight Saturday, spoke
on Radio Slovenia during an hour-long interview about the future
structure of the EU. He said that account should be taken while
uniting Europe about the experience of the disintegration of the
former Yugoslavia.
"The principle of one European, one vote in resolving fundamental
matters is an important element of democracy. Nevertheless while
sovereign states exist, this is about their mutual relations and so
the principle of one country - one vote should be just as
important," Kucan said.
Decisions about a multi-national community, according to Kucan,
must be precisely defined and equality and effectiveness in
decision making must be balanced out. If there is no efficiency in
decision making then the community suffers and loses any reason to
exist, or the matter go against equality and then this again could
lead to the break-up of the community, Kucan said recalling his
recent meeting with the presidents of the six former Yugoslav
republics which aimed at harmonising both principles.
Kucan denounced any chance of being involved in high politics and
added that he no longer had any desire to be the president of the
country.
He added that he did not believe in any one-sided actions by the USA
against Iraq and that any such action could negatively influence
voters at a referendum to access the NATO alliance.
