A constitutional commission should on Tuesday adopt a
constitutional charter after a compromise was reached on the manner
of electing deputies of the future joint assembly.
It was agreed that MPs be appointed by Serbian and Montenegrin
assemblies, and after two years, direct elections for federal
assembly deputies be called.
The new union, according to the Belgrade agreement signed eight
months ago, envisages the establishment of a flaccid alliance
between the two states, with a joint market, defence system and
foreign policy.
It was envisaged that after three years, both republics may
organise a referendum on the future of their joint state.
