The register is the basis for an agricultural reform and it will
represent a single data base on farms, which will be given the right
to receive incentives and sell their products on the market. The
register will have an important role in the prevention of grey
economy. Farms will be registered every year, from late December to
late January. The register will enable control of agricultural
business, prevent wrong estimates about farmland and livestock,
facilitate management of agricultural subsidies, reduce cases of
abuse of the system, and facilitate inspection. Producers will be
divided into commercial and non-commercial ones, which is the basis
for an agricultural reform which encompasses a reform of the system
of subsidies.
The reform of subsidies is the first step in the process of building
a competitive agricultural sector, the categorisation of
commercial and non-commercial producers being an important part.
