ZAGREB, Oct 30 (Hina) - The government on Wednesday refuted accusations by the president of the Independent Croatian Unions (NHS), Kresimir Sever, that it is obstructing the work of the Economic and Social Council (GSV).

accusations by the president of the Independent Croatian Unions
(NHS), Kresimir Sever, that it is obstructing the work of the
Economic and Social Council (GSV). #L#
The government is constructively participating in the GSV's work
and has not obstructed the joint work, but made possible for all
social partners to exercise rights but also to assume obligations
and responsibility, by adopting the "Partnership for Development"
agreement, the government's public relations office said.
Sever said yesterday that the government, after excluding unions
from making a decision on increasing the electricity price, struck
another blow to social partnership by a draft budget which the
partners have to discuss even though they have not yet received the
text of the budget.
The government said that almost all laws and regulations from the
jurisdiction of some ministries were available to unions and
employers from the early stages of their drafting.
"It is high time that Sever and the NHS, instead of conducting media
shows, constructively communicated with other social partners,"
the government said in a statement.
