ZAGREB, Oct 21 (Hina) - The president of the Serb People's Council (SNV), Milorad Pupovac, said on Monday the new constitutional bill on minorities was disturbing as it was discriminatory towards Serbs in comparison to the other
minorities.

on minorities was disturbing as it was discriminatory towards Serbs

Pupovac told reporters he had learned from newspapers that a new
constitutional bill on minorities was being drafted and would be
forwarded into parliament into second reading. He said the law had
been debated behind closed doors, without representatives of
minorities.
He said that according to announcements, the new law would
partially allow the dual right to vote (positive discrimination)
and grant this right to "small" minorities, but not Croatian Serbs,
which he said was discriminatory towards them.
Pupovac announced he would write to the Constitutional Court, the
Council of Europe, and the European Commission unless a solution
was reached in talks with representatives of the government and
parliament.
Pupovac reproached the authorities, the Education and Sports
Ministry in particular, for the fact that in return areas,
especially Knin, Plaski, Krnjak, and Dvor, additional classes in
Serbian and religious classes for Orthodox children were not held
even though parents and children wished so.
