DEPUTY SABOR PRESIDENT COMMENTS ON RELATIONS WITH SLOVENIA

ZAGREB, Sept 12 (Hina)- The Croatian parliament's foreign affairs committee will convene on September 17 to discuss a report on a meeting of the combined Croatian-Slovenian commission in charge of the implementation of the Agreement on Cross-Border Traffic and Co- operation, the committee's head, Zlatko Tomac, announced on Thursday. #L# It is in the interest of half a million people on both sides of the border and of both nations that the agreement which was achieved under difficult circumstances, is now being implemented and that we do not create new problems, Tomac stated. Sabor Deputy President described the Racan-Drnovsek agreement on a temporary regime in Piran Bay over the next three months as a relatively good deal. Every agreement reached over situations that are rife with excessive behaviour and conflicts, is good, Tomac said, adding that the success of the agreement depended largely on the attitude to be taken by political parties on September 17. Asked about a possible solution to the contentious tugging over the sea border with Slovenia to be resolved by international arbitration or by the courts, Tomac recalled a resolution by the Sabor in 1999 and two key provisions in that document. Firstly, until Zagreb and Ljubljana reach a final agreement, the application of provisions by the UN convention on the law of the sea is required, and secondly, before the government signs any agreement on the border it first needs to be given approval by the Sabor, Tomac reminded. If we do not come to an agreement with Slovenia then the matter will go to arbitration of its own accord as the only option available, Tomac said adding that Croatia remains open to agreement. He warned of the danger of the current trend to stress historical rights when referring to the border as well as bringing into question the findings of the Badinter Border Commission concerning countries established in the area of the former Socialist Federal Republic of Yugoslavia.
