A NATO conference in taking place in Zagreb on Monday and Tuesday.
Much has to be done to modernise the Croatian army and to draw
Croatia closer to usual democratic standards, Robertson said.
He also mentioned the issues of corruption, independent judiciary,
media freedoms and relations with neighbours.
Congratulating Croatia for joining the Membership Action Plan,
Robertson, however, said the government had a big job ahead.
The MAP is a part of the path into NATO, and is only the beginning, he
said.
