According to a LEGSI report on Croatia, the announced reform of the
armed forces and security services has been slowing down, which,
along with the slow implementation of other reforms, has led to a
drop in the ratings of the Ivica Racan government in the monitored
period.
The agreement between the government and secondary school workers'
unions on discontinuing a strike has been welcomed as positive. As
regards the general security situation, it is speculated that the
issuing of tourist visas for Serbian and Montenegrin citizens this
year might cause negative reactions among the population living
along the coast.
Compared to other countries included in the LEGSI evaluation
system, Croatia is placed sixth. Hungary has the best LEGSI index,
followed by Mexico, Poland, Brazil, and Croatia.
Reports on the LEGSI index, an indicator of a country's investment
climate, are issued monthly by the US consulting firm Euroasia
Group and the Lehman Brothers investment bank. Factors by which a
country's index is determined include the government's political
and economic measures, its image at home and abroad, and the most
important events in the area of social affairs, security, and
economy in the monitored period.
