BELGRADE, June 10 (Hina) - The EU High Representative for Foreign Affairs and Security, Javier Solana, following talks with the Yugoslav, Montenegrin and Serbian presidents in Belgrade on Monday said that the constitutional charter of
the future community of Serbia and Montenegro would be completed by the end of July.

Affairs and Security, Javier Solana, following talks with the
Yugoslav, Montenegrin and Serbian presidents in Belgrade on Monday
said that the constitutional charter of the future community of
Serbia and Montenegro would be completed by the end of July. #L#
The process could be finished even before then, Solana said.
He added that there was will amongst all the leaders he spoke with
that the constitutional charter be adopted.
Both sides have reached a joint starting point he said.
Presidential elections in Montenegro will be held in September,
October or November while parliamentary elections for the new
community of Serbia and Montenegro will follow and could be held as
early as the beginning of next year, Solana said following his
meeting with the Yugoslav, Serbian and Montenegrin presidents.
Montenegrin president Milo Djukanovic said that he realistically
expected that the constitutional charter could be completed by mid
July and that it could be forwarded to the parliament.
It is vital that the charter be based on the already agreed Belgrade
Agreement. A new spirit in relations between Serbia and Montenegro
was necessary because relations between the two republics are at
their worst ever because some federal institutions are continuing
to act without the consensus of Serbia and Montenegro being
involved.
Djukanovic added that it was not necessary for the federal assembly
to endorse the charter once this had been done by the parliaments of
Montenegro and Serbia.
