Under the agreement, convicts serving their sentences in Kosovo and
Serbia will be able to request transfer to "their" prisons,
depending on whether they are of Albanian or Serb nationality.
The transfer of 152 Albanian convicts to prisons in Kosovo is one of
the conditions set by the US Congress for approving financial
assistance to the country. The other two conditions concern
cooperation with the Hague war crimes tribunal and respect for
minority and human rights.
