summit on development financing in Mexico's Monterrey on Thursday. Poverty creates atmosphere suitable for terrorism, Mesic said. The Croatian president said that developing countries cannot start the development process by themselves. He advocated the debt write off for the poorest countries and added that more developed countries must help poor and undeveloped countries. After September 11, nobody has the right to close their eyes to the fact that global terrorism is directly connected to a gap between development and undeveloped countries, Mesic said.
