Serbian Vice-Premier in charge of Kosovo affairs, Nebojsa Covic,
said Belgrade authorities advocated the historic reconciliation
between the two ethnic groups in Kosovo.
The international community bears the most responsibility for the
situation in Kosovo, Prime Minister Zoran Zivkovic said and added
that after the ratification of the declaration, representatives of
the Serbian government would talk with UNMIK head Harri Holkeri
about his plans for the final implementation of UN Security Council
Resolution 1244 on Kosovo.
The declaration stipulates that Kosovo's status cannot be debated
until all provisions of the said UN resolution are implemented,
that priority goals must include shedding light on the whereabouts
of missing persons, the return of refugees, a guarantee of security
and freedom of movement, as well as the start of the
decentralisation process in Kosovo "as a mechanism for
guaranteeing the collective status and collective rights of the
Serb ethnic community in Kosovo".
