During this afternoon's debate MPs particularly warned about an
imprecise provision treating narcotics possession for personal use
as a misdemeanour.
Liberal Party's Tibor Santo said the law should precisely determine
the amount of narcotics this provision pertained to and added that
only possession of light narcotics should be treated as petty
crime.
MPs applauded the introduction of criminal liability of judges and
other justice officials for violating the Criminal Proceedings
Act.
They also said it was possible to prosecute executive and
administrative authorities' officials, with the judiciary having
the highest level of responsibility.
Darko Santic of the Croatian People's Party opposed the rescinding
of several white-collar offences, warning that this would reduce
the processing of white-collar crimes to a slow crawl, since
numerous proceedings were ongoing based on such acts.
Due to a lack of certain definitions, Santic suggested that the
amendments be sent into the third reading, stressing that the
reform of the criminal legislature should be thorough and precise.
