One of the conditions for calling the founding sessions of minority
councils is the announcement of the official results of the
election, at which minorities elected 220 of 469 councils and 40 of
140 representatives.
The State Election Commission has said that it will announce the
official and final election results on Monday, June 2, which is the
deadline for the submission of complaints regarding possible
irregularities.
Another requirement for calling the councils' founding sessions is
the adoption of a government decision regulating the procedure for
convening them. The constitutional law on minorities does not
regulate the way minority councils are to be constituted or by whom
and by which time this should be done.
Talks are underway to fill this legal void with a special government
decision, in line with deadlines for the founding of bodies of units
of local and regional self-government, the officials say.
If the government accepts this, the constituent sessions of
minority councils should be held within 30 days from the elections,
with an additional 15-day deadline.
The decision will bind the heads of municipalities, towns and
counties where minority elections were held to call the founding
sessions of minority councils.
