The corrected paragraph reads as follows:
"The relevant period for the Constitutional Court to determine that
proceedings are too lengthy is from November 1997 when by entering
the Council of Europe, Croatia bound itself to protect the right to
a fair trial within a reasonable time frame, as one of the basic
human rights."
