Speaking to journalists after the decision was made, Verheugen said
he had informed the Council of Ministers they would make a fair,
objective, and deep analysis of Croatia's candidacy.
The making of the evaluation - aka the avis - will not last less than
twelve months, said Verheugen.
Also today, the EU foreign ministers welcomed the second annual EC
report on progress made by countries participating in the
Stabilisation and Association Process.
The avis process begins with the sending of an extensive
questionnaire to Croatia regarding all aspects of its political,
economic, and social situation. Based on answers, as well as other
sources, the EC passes an opinion which is forwarded to the Council
for deliberation.
