The SEECP was established in 1996 and it gathers Albania, Bosnia-
Herzegovina, Bulgaria, Greece, Macedonia, Romania, Serbia,
Montenegro and Turkey. Croatia has observer status in the SEECP.
Apart from the said countries, the Belgrade summit will also be
attended by representatives of the OSCE, Council of Europe and
European Union.
The summit is expected to result in the adoption of a statement on
the progress of the SEECP and the "Belgrade Declaration", as well as
a report by the host of the conference.
President Mesic is to hold talks with other participants in the
summit.
As an observer in this regional body, Croatia will not vote on the
closing document nor will it sign it.
The last meeting of the SEECP was held in Tirana in March 2002, after
which its presidency was taken over from Albania by the then Federal
Republic of Yugoslavia. Bosnia-Herzegovina is the next country to
chair the SEECP after the Belgrade summit.
