In the message he issued on Thursday, Rugova once again called on the United States and the European Union to recognise Kosovo as soon as possible so that democratic and economic processes could be accelerated and the peace in the area strengthened.
Rugova also said that in mid-2005 the fulfilment of international standards will be assessed as a condition for Kosovo's association with the European Union and Euro-Atlantic structures.
In this context, Rugova vowed to continue working on the strengthening of Kosovo institutions, democracy and the integration of minority communities in society as well as on the promotion of cooperation with neighbours.
He also voiced hope that the UN Mission in Kosovo (UNMIK) would continue to transfer powers to local institutions.
