"We are half a step away from being removed from the list of countries to which the tribunal will transfer some cases because we are not handing over indictees and we are glorifying them as national heroes. All doors are closed to us because of our failure to cooperate with the tribunal," Draskovic told members of the foreign affairs committee of Serbia and Montenegro's parliament while submitting a report on the work of his ministry.
Serbia and Montenegro also cannot initiate, contrary to some claims, an international conference on Kosovo over lack of cooperation with the tribunal, Draskovic said.
The position of the Serbian government is that all the accused should surrender voluntarily and if they fail to do so, they will have to be arrested, the minister said.
"I was told at a recent ministerial meeting in Brussels that Europe would wait for us, but that it could not wait indefinitely," Draskovic said.
