Jokanovic, former head of the League of Communists in Kosovo, chairman of the provincial assembly and federal prosecutor of the rump Yugoslav federation of Serbia and Montenegro, described his vision of Kosovo's growing aspirations for autonomy since the end of the Second World War, which he said resulted in Serbia losing control of the province.
The witness insisted that Kosovo had not been stripped of any powers by the 1989 constitutional amendments, but that Serbia had regained powers regarding defence and security.
Jokanovic is due to continue his testimony on Thursday when he is to be questioned by the prosecutor.
Milosevic is on trial for genocide in Bosnia-Herzegovina and crimes against humanity and war crimes in Croatia and Kosovo, committed between 1991 and 1999.
