He was speaking at an international symposium organised in Cavtat, southern Croatia, by the Croatian committee of the International Council on Large Electric Systems.
The event, which pooled more than 600 participants, focused on the liberalisation of the market and its effects on the price of electricity.
This liberalisation has increased the price of electricity everywhere and will not bypass Croatia, Assistant Economy Minister Zeljko Tomsic said.
Although 10 percent of Croatia's electricity market has been liberalised, everybody continues to buy electricity from HEP, which has the lowest price, said Mavrak.
The Cavtat meeting also addressed power sector management, telecommunications in a modern, restructured power sector, and experience in choosing new protection and management systems.
