Mayor Milan Djukic writes that he is happy to see that the reconstruction has been going on in this municipality (some 150 kilometres south of Zagreb) and that about 80 houses will be rebuilt by the end of this year.
However, Djukic, a former ethnic Serb representative to the Sabor, warns that some ten days ago he was informed that a great number of procedures for house renovation was halted with the explanation of competent authorities that applicants failed to file all necessary documents within deadline and therefore the request for reconstruction could not be granted as this was treated as applicants' withdrawal from the procedure.
Djukic writes in the letter that the municipality of Donji Lapac was heavily destroyed in the (Homeland Defence) war and that many houses were damaged as well as land books and that a local land registry office and court do not still function, and all of this hampers the collection of necessary documents which should be filed with the request for the reconstruction of houses.
