Catholic dignitary says talks on constitutional changes not encouraging

SARAJEVO, Dec 23 (Hina) - Amendments to Bosnia-Herzegovina'sconstitution, which are the main topic of the ongoing negotiations,must yield results ensuring equal participation in the authorities ofall peoples living in the country and reduce possible manipulation asmuch as possible, the primate of the Bosnian Catholic Church, CardinalVinko Puljic, said on Friday.
SARAJEVO, Dec 23 (Hina) - Amendments to Bosnia-Herzegovina's constitution, which are the main topic of the ongoing negotiations, must yield results ensuring equal participation in the authorities of all peoples living in the country and reduce possible manipulation as much as possible, the primate of the Bosnian Catholic Church, Cardinal Vinko Puljic, said on Friday.

The Sarajevo Archbishop warned that the current course of negotiations on constitutional changes did not seem to guarantee that the changes would be carried out in a desirable manner.

"The negotiations do not instill great confidence," Puljic told reporters in Sarajevo.

According to him, the talks resemble more lobbying for different interests than a true dialogue on how to ensure real equality for all living in Bosnia-Herzegovina.

He recalled that the Bosnian Bishops' Conference had presented its own proposal for the internal reorganisation of the country.

The main element of that proposal is a model of organisation of the country into four regions instead of the current two entities and cantons.

"This time the Church has tried to give concrete proposals rather than only criticising the situation," Puljic added.
