The American diplomat said, among other things, that he had been encouraged by the progress and that the negotiations would resume on Wednesday, 21 December.

According to unofficial information carried by the local media, leaders of eight major political parties had agreed that the position of the Council of Ministers, i.e. the state government, would be strengthened with the introduction of the post of the standing president instead of the current chairman.

The Council would be expanded by two more ministries and would consist of 11 state ministers.

On Thursday, the negotiators agreed on constitutional changes regarding the enhancement of the protection of human rights in accordance with international standards. However, no details have so far been officially announced.

The remit of the presidency or possibly a state presidency still seems to be a stumbling bloc for final agreement.
