ZAGREB, Oct 8 (Hina) - Parliament Speaker Vladimir Seks has said the Croatian parliament decision of 8 October 1991 definitely and finally established Croatia's independence.

Seks was speaking to the press on Saturday after laying wreaths and lighting candles at the grave of the first Croatian president, Franjo Tudjman, on the occasion of Independence Day, marked today.

Asked what it felt like to have actively participated in the creation of the state for 14 years, Seks said the idea of Croatia as a member of the European community was written in the first programme of the Croatian Democratic Union (HDZ) party in 1989.

Recalling the creation of independent Croatia, Seks said that "Independence Day, October 8, was one of the last links in that chain. The preceding step was 25 June 1991, when state independence was first established and defended. Croatia was proclaimed a sovereign and independent state, but independence was not full because the decision of 25 June 1991, apart from proclaiming independence and sovereignty, also established the process of separation from the republics and provinces of the former Socialist Federal Republic of Yugoslavia".

"The decision of 8 October 1991 definitely and finally established the independence of the Republic of Croatia, established that Yugoslavia no longer existed. Croatia then became a fully independent, international legal subject," said Seks.

He underlined that it was often forgotten that on 8 October 1991 the Croatian parliament also adopted a set of conclusions which stated that Croatia was the victim of aggression by Serbia and the Yugoslav Army (JNA) and that Croatia and Serbia were at war.

"All the following events proved the correctness of the October 8 decision because it was the foundation for the international recognition that soon followed," said Seks.

"The Croatian Constitution was the basis for the October 8 decision and all the following events paved the way for the current, final stage of what was planned at the very start of the struggle for independence, for Croatia to become an equal part of the European community of peoples," Seks said.
