The strategy drawn up by the Serbian government demands that Serbs should be a constituent people in Montenegro, on the model applied to Serbs in Bosnia and Herzegovina.
"Any act of political activity from abroad aimed at changing the constitutional order in Montenegro, as is the case with the said document of the Serbian government, is a direct interference in the internal affairs of the sovereign state of Montenegro and contrary to the fundamental principles of good-neighbourly relations," the Montenegrin government's public relations office said in a statement.
In early February, President Boris Tadic held a meeting with representatives of Serbs from neighbouring countries to consider the strategy which was adopted shortly before that meeting.
