ZAGREB, June 29 (Hina) - Opposition deputies in the Croatian parliament on Wednesday said the government should not have negotiated about the ratification of Protocol 7 to the Stabilisation and Association Agreement (SAA) because it lacked the legal framework for it.

During a debate on a proposal to confirm new trade quotas for agricultural and food products after the last round of EU expansion to ten new countries, the opposition warned that Croatia had agreed to introduce special quotas and protective customs duties for certain products disregarding the SAA and without a previous debate at the Council for the Implementation of the SAA.

The opposition believes that Protocol 7, which refers to trade amounting to some 100 million dollars, did not bring anything good to Croatia and that it would have a negative impact on the country's exports to the EU.

Agriculture Minister Petar Cobankovic said the government had protected the interests of the Croatian agriculture and food industries during the negotiations, adding that exports to the EU in this year's first four months were 54 percent higher than last year.

The deputies supported a proposal to confirm a contract on a EUR300 million loan by the European Investment Bank, to be used for the construction of municipal infrastructure in local self-government units.

At the end of today's sitting the parliament opened a debate on the Party of Rights' (HSP) draft conclusions on guidelines for the signing of an agreement on public-private partnership, which will continue on Thursday.
