PLASKI, June 13 (Hina) - A local government was unanimously elected in the municipality of Plaski on Monday, with members of the Independent Democratic Serb Party (SDSS) refusing to attend the inaugural session of the Municipal Council.

The three parties with the Croatian prefix -- the Croatian Democratic Union (HDZ), the Croatian Social Liberal Party (HSLS) and the Croatian People's Party (HNS) -- were joined by two Serbs from the Independent List of Savo Jovetic, so that the election winner, the SDSS, remained in opposition.

The inaugural session was attended by a majority of nine councillors and was declared legitimate.

Josip Anusic of the HDZ was elected president of the Municipal Council, Ivica Klecina of the HNS became his deputy, and independent councillor Savo Jovetic was elected head of the municipality.

The SDSS won seven seats in the 15-member Municipal Council in the May 15 local elections. Under the Municipal Statute, the Municipal Council should consist of seven representatives of the Serb national minority and seven representatives of the Croatian people.

Six Croats entered the Council on the basis of the election results while the seventh was appointed. The Council now consists of 16 members, and nine members constitute a majority.

Since the seven Croats were joined by two independent councillors, it was possible for the Municipal Council to be inaugurated without the presence of the SDSS councillors as election winners.

The SDSS has filed an action with the Constitutional Court to find whether the elections were conducted in accorance with the Constitution and the law.

Jovetic told reporters after the session that many Serbs in Plaski did not agree with the policy of the SDSS and its leader Radmila Medakovic, adding that he himself had left the party during his previous term as a member of the local government.

"The only way for the Serbs and the Croats is to live together, and diffuculties can be overcome only through dialogue," Jovetic said. "Refusal to hand over power is the worst solution," he added.

Plaski is situated about 100 kilometres south of Zagreb.
