"Serbs need to cooperate with us, we are obliged to provide them with security, freedom of movement and wellbeing, so as to enable them to live in Kosovo. Belgrade is not obliged to do that, it can and should help, but the commitment is ours," Qeku told Serbian reporters in Pristina.
The Kosovo PM said that he had already talked to Kosovo Serb leaders, adding that he was under the impression that they were willing to cooperate. He stressed, however, that "unfortunately, their political decisions very much depend on Belgrade".
"Serbian leaders must leave them alone to make their own decisions, because we are all familiar with the fate of Croatian Serbs who had been listening to leaders outside Croatia," Qeku said.
"The majority people (Albanians) must understand that Kosovo is not threatened by the Serbs living in Kosovo," Qeku said, adding that he would personally try to deliver this message to the Albanians.
He said he would soon visit Serb-populated ares in Kosovo and explain to Serbs that his standpoints were sincere and that he was serious when he invited them to "build their Kosovo" with institutions.
The PM said there would be no violence in Kosovo during the negotiating process, adding that the March 2004 violence must not repeat itself.
"For us, however, there is no alternative to independence," he said.
