The service is a joint project of the British Embassy and the Vukovar County Court.
Ambassador Ramsden said that Britain's 30-year-long experience with the service was good.
Caroline Ostin of the British Embassy's department for international development said the purpose of the service was to provide courts with the best possible witness statements and eliminate pressure and anxiety experienced by victims and witnesses so that they could focus exclusively on giving statements to the court or reporting criminal acts.
After opening the service, Ambassador Ramsden visited the offices of the Club of Judges which named him an honorary member.
