The re-run will be held on 9 January.
In the four of those municipalities, the Democratic Party of Kosovo led by Prime Minister Hashim Thaci won the highest number of votes, and in the remaining municipality the winner was the Alliance for the Future of Kosovo.
According to preliminary results, Thaci's party mustered 33.5 percent of the votes at the polls and must search for junior coalition partners to set up the new government.
The Democratic League of Kosovo came in as second with 23.6 percent of votes.
Thaci was quoted by the Reuters news agency as saying that he had received many offers for forging a ruling coalition.
